John "Gene" Overmyer
President & CEO

Mr. Overmyer established Water & Energy Savings Corporation in 1992 after Housing & Urban Development (HUD) first announced its Performance Contracting Program. Mr. Overmyer is a pioneer in energy and water conservation. Because of his background in finance, liquid measurement and control systems, Mr. Overmyer was invited by HUD and Department of Energy to attend their initial presentation of the HUD Incentive Program in 1991. His vision created an energy services company that has helped to conserve precious natural resources while saving millions of dollars for clients. The company is expanding its energy performance services to commercial and industrial markets, and municipal agencies (state/local government), universities/colleges, K-12 schools and hospitals. Mr. Overmyer’s concern for conservation and communities encountered during the company’s energy performance contracts inspired him to found the Overmyer Foundation which provides funding for community educational events.

Mr. Overmyer is the former Chairman and President of Tokheim Corporation (NYSE). His financial expertise enables Water & Energy Savings Corporation to acquire favorable interest rates for project financing. He received a BS in Accounting and Finance from Indiana University. Mr. Overmyer is a member of the National Energy Association of Energy Companies (NAESCO) and the Financial Executive Institute (FEO), the National Association of Housing and Redevelopment Officials (NAHRO).

Andrew Overmyer
Vice President & Midwest Account Executive

Mr. Overmyer joined Water & Energy Savings Corporation in 1996 to oversee the management and coordination of energy performance projects. Mr. Overmyer works closely with Public Housing Authorities on Housing & Urban Development (HUD) Incentives Program for water and energy. Under his direction, the company provides educational seminars for clients interested in the advantages of the savings achieved with HUD’s program. Mr. Overmyer has over ten years experience in design and implementation of energy conserving construction projects. He has completed numerous utility cost analyses and been instrumental in gaining maximum energy savings for clients through energy conservation measures and utility billing programs. Mr. Overmyer received his BA from Indiana University. He is a member of the National Association of Housing and Redevelopment Officials (NAHRO).

Mike Wiley
Vice President, Monitoring & Verification

Mr. Wiley is responsible for the analysis of post-project utility consumption and cost data, including the calculation of performance contract savings and identification of performance deficiencies and additional savings opportunities. His team provides ongoing monitoring and reporting administration during the life of the performance contract. Mr. Wiley has over 23 years experience in energy related fields, including 10 years with ARCO Alaska Oil and Gas Exploration and Development and 10 years with Water & Energy Savings Corporation. Work with ARCO Alaska included project management of complex seismic and well site data acquisition programs, generation of oil and gas exploration prospects using geological and geophysical data and computer based modeling of existing oil fields to optimize field development. He also served as president of both the Alaska Geological Society and the Alaska Geophysical Society (1 year each) during his 10 years in Alaska. He has been vice president of Monitoring & Verification since joining Water & Energy Savings Corporation in 1996. Mr. Wiley received his BS in Mathematics and MS in Geology/Geophysics from Purdue University and has two years of additional study in Hydrology at the PhD level at the University of Wyoming.

Kenneth Love
Vice President of Business & Development

Mr. Love is responsible for the strategic development and implementation of Water & Energy Saving’s goal to provide the best energy services in the performance contracting field. His responsibilities include creatively identifying, proposing, negotiating and closing energy performance contracts. He is responsible for building relationships with clients and maintaining client satisfaction. Mr. Love has over 30 years experience in facilities management, training, project management and contract procurement. He has thirteen years of public housing authority experience. Most recently he oversaw the operation of services for authority residents as the Assistant Director of Housing Services at the Winston-Salem Housing Authority. As renovations supervisor for Leake Construction Company, he was responsible for extensive maintenance and modernization projects. Mr. Love has eight years experience as a National Association of Housing and Redevelopment Officials (NAHRO) instructor. He received a BS in Business Administration from High Point University in North Carolina and an AAS in Manufacturing Engineering from Gateway Community College in New Haven, CT.

Max Bristol
Vice President of Resident Education

Mr. Bristol provides leadership in the delivery of educational services to residents of communities participating in Water & Energy Savings Corporation energy performance contracts. His primary responsibility is to ensure the satisfaction of clients through quality energy educational programs. He is the former Commissioner and Executive Director for the Morganton Housing Authority where he was the first Executive Director to initiate a Performance Contract in the state of North Carolina. His experience as an Executive Director is invaluable towards influencing community acceptance and enthusiasm for energy conservation through in-depth utility analyses and presentations. Mr. Bristol develops strong relationships between community staff, residents and the contractors implementing energy conservation measures. He received a BA in Social Services and a BA Criminal Justice from Pfeiffer University and an AS in Christian Ministries from West Lenoir Bible Institute.

Marby Wellington
Controller

Ms. Wellington is responsible for accounting controls, budgeting, risk management, accounting policy, financial and management reporting, compliance and loan administration. She oversees month end closing, financial statement preparation and cash flow analysis. Ms. Wellington has extensive experience in cost management including budgeting, accounting, forecasting and analysis. Prior to joining Water & Energy Savings Corporation in 2004, Ms. Wellington was the Assistant Controller for Vesuvius Hi-Tech Ceramics, Alfred, NY a worldwide leader in developing, manufacturing and marketing high performance specialty ceramics and control systems for demanding industrial applications. She received a BS in accounting from Elmira College, Elmira, NY.

Lisa Overmyer
Vice President of Administration, Quality and Compliance

Ms. Overmyer is primarily responsible for the closing and financing of all energy performance projects. She prepares and leads contract negotiations. Ms. Overmyer executes study and service agreements and develops terms/conditions for contracts in close coordination with the Technical Service team to account for current utility rates and consumption.  Ms. Overmyer’s contract responsibilities extend to ensuring that implementation of energy performance contracts proceeds according to schedule. She oversees Water & Energy Savings Corporation teams in proposal development, customer service, administration, and information technology. Prior to joining Water & Energy Savings Corporation in 2004, Ms. Overmyer directed the development and implementation of a technology-based workforce education program at Delgado Community College and she coordinated volunteer programs for Texas State University. Ms. Overmyer received a BA and a MEd focusing on strategic planning, budgeting, management and program coordination from Texas State University.

Russell Marcus
Director of Operations

Mr. Russell Marcus is responsible for the Engineering & Technical Services and Construction departments. Mr. Marcus manages and directs all aspects of the audit and construction process, including the design and implementation of HVAC and other capital-intensive mechanical upgrades. He oversees the production of the final audit report, construction design, execution and hand off to the Measurement and Verification department.

Mr. Marcus brings significant construction and facility management as well as environmental and engineering experience to Water & Energy Savings Corporation. He has over 20 years experience in construction management services for the energy conservation industry and is accomplished in managing Energy and Environmental Design (LEED) projects. Mr. Marcus gained his energy project services and industrial experience by serving a wide range of clients including the US Dept of Agriculture, US Postal Service, IBM, Columbia University, Statue of Liberty and Ellis Island Museum and most recently Eckerd College in Florida. Mr. Marcus holds a Construction Management Certificate from New York University and undergraduate studies from Brandeis University and the University of Pittsburgh. He holds a Project Manager Professional (PMP) certification and is a Con Edison Certified Contractor. He is a member of the Association of Energy Engineers and a Licensed Construction Supervisor for the Commonwealth of Massachusetts.
